CADRE RESTRUCTURING

It is learnt through reliable sources that the Cadre Restructuring proposals have been cleared by the DOPT. Details are awaited and shall be posted as soon as they are known.
Lets keep our fingers crossed and hope for some positive news for the long stagnating Inspectors cadre of Pune/Mumbai and other zones where the first promotion is not forthcoming even after completing 22 years of service.

Promotion Order of STA to Inspectors

The below mentioned officers of the cadre of Central Excise, Mumbai Zone-I, Zone-II, Pune Zone and Commissionerates of Nashik and Aurangabad are hereby promoted to the grade of Inspector, in the pay band of Rs.9300-Rs.34800 + Rs.4600 (grade pay) plus allowances as admissible, on the basis of the DPC held on 30.03.2012 for the vacancy year 2011-12. The officers are posted on In-situ basis in the respective Commissionerates until further orders :

The 76 officers in the above Select List include 02 ST and 01 SC category officers appearing at Sr.No. 03, 04 & 43 respectively and these officers appear within the number of vacancies for unreserved category. Therefore, in terms of DOPT's O.M.No. 36028/17/2001-Estt.(Res) dated 11.07.2002 read with Ministry's F.No.A-60011/23/2002-Ad.II (B) (Pt.) dated 18.03.2003, the 02 ST and 01 SC category officers are treated as promoted on their own merit.

The officers at Sr.Nos. 62 to 76 above, belonging to the SC/ST category, are promoted against the reserved category vacancies.

The above promotions will be subject to the outcome of SLP CC No. 5272-5284/2008 and any other litigations pending in various Tribunal/Courts in the matter and implementation of DOPT's O.M. dated 10.08.2010 under No. 36012/45/2005-Estt(Res.). Further the subject promotions would also be subject to the review exercise being carried out by Central Excise, Pune-I in respect of the feeder cadres.

Caste certificate verification has been Initiated in respect of officers belonging to SC/ST category by their parent Commissionerate. The concerned Commissionerate is required to inform the outcome of the verification to the Commissionerate where the SC/ST officer is being posted on promotion, for further action in the matter.

The above officers promoted to the grade of inspector of Central Excise will be placed in the combined seniority list of Inspector of Central Excise under the cadre control of Central Excise Mumbai Zone-I as per the Select List of the DPC and the seniority placement will also be governed by DOPT's O.M.No. 9/11/55RPS dated 22.12.1959 as amended by O.M.No. 22011/7/86-Estt (D) dated 03.07.1986 and O.M.No. 20011/5/90-Estt(D) dated 04.11.1992.

The above officers will be on probation for a period of 2 years from the date of their joining in the grade of Inspector of Central Excise, in terms of Ministry's Circular No. 91/88 dated 25.04.1988 issued under F.No.12/81/88-Coord.

Under the provision of Rule F.R. 22(I)(a)(1), the promotees have to exercise their option for fixation of pay within one month of their promotion to have the pay fixed from the date of their joining on promotion or to have the pay fixed initially at the stage of the time-scale of new post above the pay in the lower grade which may be re-fixed in accordance with this rule on the date of accrual of next increment in the scale of the pay of the lower grade. 

Consequent upon the promotions, all the above officers will continue in their respective present postings, until further orders. The Commissionerates shown against the names of the officers are as per the reports received. There may be instances where officers, on the date of issue of this order, are transferred to other Commissionerates. In such cases the officers may be allowed to join at their present place of posting..
The joining reports should be sent to the undersigned and all concerned, by or before 04.04.2012.

This issues with the approval of Chief Commissioner, Central Excise, Mumbai Zone-I.
